In anticipation
of the 2008 Olympic Games in Beijing a number of restrictions have
been placed on vehicles which greatly increase the scarcity of
trucking options. There are four restrictions of note, all of which
are in effect from July 21st until September 20th:
- Only commercial
vehicles that meet strict emission standards (so called “green
card” carrying vehicles) are allowed entry into Beijing.
- No trucks
registered to any municipality outside Beijing are allowed access
to Beijing’s roads.
- All container
carrying trucks will no longer be allowed within the city area
between the hours of 06:00 and 24:00.
- Only trucks with
a license plate ending in an even number are permitted to be driven
on even numbered days (and odd ones on odd numbered days). This
last restriction will be removed for areas outside the 5th ring
road as of August 28th.
These
restrictions combine to greatly reduce the number of trucks
available. As a result , there has been an increase in the rates
demanded for trucking. Furthermore, each and every inbound and
outbound shipment now undergoes a mandatory, thorough customs
inspection. These additional costs will be reflected in our quotes
in the form of an "Olympic Surcharge". This surcharge will be in
effect until September 20th when the aforementioned restrictions
are lifted.
There are two
other consequences of these restrictions to note. All deliveries in
Beijing will now require shuttle delivery and so shuttle fees shall
apply. Finally, these restrictions have also caused a backlog at
the port of Tianjin, increasing the likelihood of demurrage fees.
